Texas Detailed Plans to Develop Recycling Market in the Future

The new federal instructions and frameworks aim to make the recycling rates reach at least 50 percent by the year 2030. This has been clearly indicated by and through the recent National Recycling Strategy introduction by the EPA. For this purpose, local and state authorities have been quick to get into action. If we look at Texas specifically, a major stride towards the target has been made by Burns & McDonnell by preparing an RMDP (Recycling Market Development Plan) exploring the impact of non-recycled materials on the economy and their cost of opportunity. Not only that, but the report also presents its research on the available feedstock in not just the public sectors but private as well.  

The report describes its significance and functionality in the following words, “This RMDP provides value to a range of stakeholders within Texas and outside of the state; including organizations tasked with recycling market development in Texas, businesses seeking recycling-related data and opportunity in the state, and entities developing recycling market development strategies in other states or regions.” 

With proper detailing of strategies, opportunities, challenges, and conditions of the commodity-specific market and the volume of materials, the report paves the way for the enhancement of recycling across the nation, especially in Texas. The RMDP took the SEIR (Study on the Economic Impacts of Recycling) as well as many other past completed studies into account and built on it to reach new updated figures and statistics. Keeping the explored information and data in mind, the report presents specific and effective strategies to leverage the different available physical, administrative, financial, and institutional processes, means, and methods. In addition to selecting appropriate tools and mechanisms, it is also important to ensure that efforts to strengthen recycling market development are managed properly.” 

In total, there are six recommendations in the RMDP directed towards the purpose of developing the recycling market. One of these recommendations is the establishment of a Recycling Market Development Board to guide the centers that are newly established and to boost the efforts for the cause that are multi-organizational. Another is the creation of TxRMDC (Texas Recycling Market Development Center), which should be nonprofit and situated at one of the Texas universities.  

The report puts a high value on the importance of the contribution of the private sector.
